They need to chain their dogs because their dogs will a) kill each other if not chained apart and b) likely to die in dog fights (disposable) so it's not worth the money to the dog fighting scum to build proper kennels
One of the easiest ways to detect a dog fighting operation is the pit bulls chained outside

Pennsylvania is full of dog fighter breeders. They want to keep chaining.
Their friends at AKC also help the dog fighters out by opposing anti-chaining laws, which the AKC puppy millers oppose too.
Such a den of thieves and criminals all working together to abuse dogs for every last dollar they can get.
Of course, chaining is also the way to drive a dog freaking insane and increases the likelihood of an innocent neighbor getting mauled when the dogs slips the chain or a poor kid wanders into the yard

Chaining is the most cost effective way to run an old-tyme dog yard.
It breaks my heart to see highly social creatures like dogs leaving in the equivalent of a Harry Harlow lab experiment.
