Officer David Head says the designation applied to male and female dogs owned by Charles Smallwood at a mobile home on Sam Lee Road. It went into effect in August.
Smallwood had been ordered to build a pen for the dogs and told they could only be outside if they were in the pen wearing muzzles
CAMPBELL COUNTY, Tenn. (WVLT) -- Carletta Bailey's in the hospital suffering deep gashes, bite marks, and scratches to her hands, arms, and legs.
Serious injuries but she's thankful she's alive, thankful her neighbor came running to help.
There may be a connection in this case to a fatal mauling in Knox County in 2007.
Tuesday's victim, Carletta Bailey says her two neighbors dogs, Cain and Able, are the ones who attacked her.
She says that neighbor told her one of Cain's litter attacked and killed 21 year old Jennifer Lowe in west Knox County.
She says she's just glad she wasn't killed.
"I was scared to death. All I could think about was that woman in Knoxville. I'm going to die," says Bailey.
With dressings covering her numerous puncture wounds and stitches, Carletta Bailey is recovering in the hospital after being mauled outside her Caryville home around noon Tuesday.
And here's a slightly different take on it. Some people just so don't "get it", you know? How does anyone not watch that and get chills thinking about what that dog could have done to a person going by? But nope, he's a "hero" now.
There were plenty of smiles today as Winston the dog finally got his day in court and permission to come home.
The boxer-bull mix is an international celebrity for his masterful mangling of a police car bumper.
All's well that ends well!
It's what the court required as the family went before city judge Sherry Paty, whose main concern was that it never happen again.
JUDGE SHERRY PATY, CITY COURT JUDGE "I know this attack was not on a person ..,but I don't want to..I don't the remote possibility of that happening."
The court stipulated that Winston will attend two different obedience courses, and he also must not be allowed to run loose. The dog is now considered potentially dangerous, but that could be dropped is there are no other problems for 6 months.
What happened next was the stuff of legends. Winston happily chewed the front bumber off a police cruiser while other dogs urged him on. Police didn't seem to know what to do. But Owner Michael Emerling says he is happy his pet wasn't harmed by police.
MICHAEL EMERING, WINSTON'S OWNER "We've seen places where dogs have done a lot less ...And been shot...we really are grateful to them for not doing that."
Police did tase Winston but he shook it off and kept going.

Winston, who apparently hates cars as much as he loves people, has now had his 15 minutes of fame.
Winston began life as a stray 2 years ago, but as least for now, is now an international star.
McKamey says they have been getting calls and e-mails from all over the world wishing him well.
I really do not think Winston's 15 minutes of fame is complete. He's definitely going to be a repeat offender. But by that time, he may no longer be named Winston nor even live in Tennessee, the US's top creator of police cruise attacking pit bulls.

Meet Molly. She's a gray speckled pony who was abandoned by her owners when Katrina hit southern Louisiana, USA . She spent weeks on her own before finally being rescued and taken to a farm where abandoned animals were stockpiled. While there, she was attacked by a pit bull terrier, and almost died. Her gnawed right front leg became infected and her vet went to LSU for help. But LSU was overwhelmed, and this pony was a welfare case. You know how that goes.
But after surgeon Rustin Moore met Molly, he changed his mind. He saw how the pony was careful to lie down on different sides so she didn't seem to get sores, and how she allowed people to handle her. She protected her injured leg. She constantly shifted her weight, and didn't overload her good leg. She was a smart pony with a serious survival ethic.

Devastated by her betrayal? No. Try he had severe depression since high school and my mothers attack played a tiny role in it. Also, without the dogs my mom would be nothing? She would be healthy. She wouldn't have to take certain meds every day for the rest of her life. Our lives would be a million times better if it didn't happen. I'm the only person who witnessed it and remembers it. Imagine being in a position like that. Imagine being a 4year old and being the only person who can tell everyone what happened in that house. It sucks. I wish it never happened. So sure, maybe she wouldn't be well-known but honestly our lives would've been better if it didn't happen.
